His education includes a Bachelor of Science Degree in Organizational Management from Oklahoma State University, a Masters of Divinity Degree with Biblical Languages from Southwestern Baptist Theological Seminary, and a Doctorate of Ministry & Leadership Degree from Dallas Theological Seminary. |

He has had the privilege of working with leaders from around the world including North America, Ukraine, Mali West Africa, South America, India, and Mexico. Dr Baxter is not only a teacher but a practitioner of his own principles. He currently serves as the Executive Pastor of Liberty Church and is responsible for the leadership and development of the ministry staff. He considers the local church the most important organization on earth that is able to bring hope to the world. |

He also is the Mentoring Specialist for National Executive Pastor Organization and provides mentoring clinics for ministry leaders who need training with their mentoring skills. He also serves on the board of the YourOneDegree Ministry which is a organization devoted to mentoring men to find their particular purpose in life. Dr Baxter is also a certified consultant with Birkman International and provides intense leadership coaching using the Birkman Feedback Tool. He also lectures to Doctoral students at Seminaries in Dallas and India on the subject of mentoring and leadership development. His high capacity for life has him involved with many leaders from many walks of life. He and his coaches devote their time to helping leaders take their leadership skills to the next level. His latest project is to devote a significant portion of his focus to create an entire line of his leadership resources for the hardworking women of Mary Kay.
